On the import of automobiles and the six standards

2021-03-19 12:01

Although there is no official news about the six nation certification of parallel imported vehicles recently, many customs brokers have become active from a period of silence in the past. It is also reported that the State Council will announce the six nation policy on parallel import of automobiles in the near future. The general time is around the Spring Festival. As for the implementation level, it will take April and may.

Accuracy of information

Many people will question the accuracy of the information. Of course, since it is not officially released, no one will be responsible for it. But since the information comes from the customs broker, it can explain some problems. After all, whether parallel imported vehicles can pass the national six certification determines whether parallel imported vehicles can be sold through customs. The customs broker is just between the car dealer and the customs. All the customs clearance procedures need to be handled by the customs broker. Although judging from the current situation, the decisive factor is still the environmental protection department, it is very likely that some internal rumors will flow out. So today, let's sort out the progress of six national standards for parallel imported automobiles.

National standard 6 and parallel import

From the day when the sixth national standard was issued, the parallel import automobile industry seems to have entered the countdown stage of breakthrough. The breakthrough time is set for July 1, 2020. At that time, the sixth national emission standard will be implemented nationwide, while the fifth national emission vehicles will not be sold and registered in China. Parallel import automobile enterprises will face two completely different outcomes: success of breakthrough means survival, failure of breakthrough means death. With the release of the State Council's "three year action plan to win the blue sky war", more than a dozen provinces and cities across the country announced that the sixth national standard will be implemented one year ahead of schedule on July 1, 2019. As a result, most of the regions where parallel imported cars can be sold are excluded. 2020 is a year of epidemic, and all walks of life are in unprecedented difficulties. However, the success of China's epidemic prevention strategy has also brought the prosperity of China's automobile market and the explosive growth of automobile sales. On May 13, 2020, the four ministries and commissions jointly issued the notice on adjusting the requirements for the implementation of the national six emission standards for light vehicles. Although the national implementation date of the sixth national emission standard remains unchanged, it is still July 1, 2020. However, for the light vehicles with the fifth national emission standard produced or imported before July 1, 2020, a six-month sales transition period will be added. In other words, after July 1, 2020, the import business of parallel imported vehicles will be completely stopped, but those that have been imported can be sold until January 1, 2021. However, these vehicles can not be sold and registered in the areas where the national six emission standards have been implemented in advance on July 1, 2019. Although there are only a few areas where the license plates can be sold in China, the parallel import business can still be continued, but it is only maintained.

Hope and disappointment

In fact, in the report on the implementation of the national economic and social development plan for 2019 and the draft national economic and social development plan for 2020 submitted by the national development and Reform Commission on May 22, 2020, it was mentioned that "actively expand automobile consumption, and allow the import of parallel imported automobiles whose exhaust emission measurement results meet the national six standards.”

Subsequently, on May 26, the first parallel imported automobile in China passed the certification of 3C, the national six standard. These two events have encouraged the industry, and thought that the parallel import automobile industry is about to enter the sixth era of the country. But then, it was almost half a year to stop. Although the general office of the State Council issued the relevant notice of "release and control clothing" in November 2020, the six national policies on parallel import of automobiles still did not come in 2020.

The absence of parallel imports in the sixth century

The time has come to 2021. The six standards have been implemented in China for more than half a month. Most of the remaining parallel imported vehicles in China have been registered and licensed in advance and sold as second-hand vehicles. However, the stock of at most 1000 sets is not enough to support the healthy development of an industry and the survival of hundreds of thousands of practitioners. With the approaching of Chinese traditional festival Spring Festival, the parallel import automobile industry is more depressed and bleak. In contrast, the price of Chinese and domestic imported vehicles in 4S stores has soared. There is no parallel import vehicle, and the Chinese standard import vehicles no longer have natural enemies. The abnormal market that can only raise cars with several hundred thousand yuan of price hikes has reappeared many years ago.

Judgment on the six policies of parallel importing countries

I also sort out the progress and current situation of the six national standards for parallel imported automobiles. Let's go back to the news at the beginning of the article that "there will be policies before and after the Spring Festival". In fact, from my personal point of view, this news can explain some problems. Because in terms of the scale and influence of parallel import automobile industry, the support attitude of the state and the severity of environmental protection requirements, the problems faced by parallel import can not be solved by one department. If we want to make a breakthrough, we need a heavyweight presence to give final instructions. I'm afraid the only one who can make the final decision is the State Council. From the time point of view, the fourth session of the 13th National People's Congress and the fourth session of the 13th National Committee of the Chinese people's Political Consultative Conference, also known as the two sessions, will be held in March 2021. The end of the Spring Festival holiday is only a week or two away from the two sessions. It is not impossible to launch a major policy, but it is not very likely. Therefore, the probability of policy before the Spring Festival is slightly greater than that after the Spring Festival. Only when policies are issued before the Spring Festival can time be set aside for the coordination of various departments. The resolution of the two sessions in March and the detailed rules at the executable level can finally be implemented in April and may, which makes sense in terms of time. If this is a logical inference, then it's impossible. Of course, everything is just a reasonable inference based on the existing clues. As for the final result, let's wait together.
